They are different actors but because they really do look similar, the audience always has difficulty telling them apart. They are also regularly cast in Kim Eun-sook’s dramas, so it has become a running gag and she has actually written the joke into this show!
I would love to see an interview between these two men so I can listen to their voices and see if I can find a way to know who is who. They look like clones in the same hats and facial hair here.
