Woo Suk’s father is forced to sell his land and they move. Tae Soo is good at fighting and gangs try to recruit him while he is a school boy. Woo Suk agrees to help Tae Soo with schoolwork if he promises not to fight so they become friends. But in the end he is forced to go into a gang because of his father’s communist past. Woo Suk goes to university and meets Hye Rin who is hiding that she is the daughter of a rich casino owner. Tae Soo meets her through Woo Suk. Hye Rin gets involved with unions and protests. They sort of date with Woo Suk but it ends because he tries to stop her from her activism. Hye Rin’s father saves her several times with his influence when other protestors are arrested. At some point Woo Suk puts his preparation of the bar exam to hold and goes to do his military service (which we never see Tae Soo doing!). While protests and government’s crackdown is at its height Tae Soo goes to Gwangju to visit one of his gang members who quit. He gets caught up in the Gwangju uprising. Government sends the military to quash it, people are killed and the events are misrepresented to the rest of the Korea. Tae Soo helps the people in Gwangju and Woo Suk is part of the forces sent to quash the rebellion. By chance Woo Suk sees Tae Soo and prevents him getting shot. Woo Suk is deeply affected by his role in these events and thinks he is unworthy of becoming a prosecutor and gives it up but his father forces him in his deathbed. He rents a room to prepare for the exam and falls for his landlady. Hye Rin’s father wants her to take over his business but she is not interested. One of Hye Rin’s father’s men, Jae Hee is about their age and got into his employ as a young boy by protecting Hye Rin and continues to do so all his life. Hye Rin and Tae Soo somehow start to see each other and fall in love. When they tell her father they will get married he gets Tae Soo arrested and sent to the notorious Samchung re-education camp and Hye Rin finally agrees to work with her father to save him. Throughout this period an underling of Tae Soo lies and cheats and backstabs him over and over again, yet Tae Soo always forgives him. Eventually this guy plots Hye Rin’s dad’s downfall and causes his death laying the blame at Tae Soo’s door causing her to blame Tae Soo. She takes over the casinos despite many trying to stop her among the struggle for power. She does some very stupid things putting herself in danger. Tae Soo sells all his wealth to help her behind the scenes and once again is sent to prison by his backstabber. Once Hye Rin learns who helped her she tries to get him out of jail. But he escapes when he learns she is in danger, saves her and kills his underling before getting captured again. Jae Hee dies protecting her. Throughout this time Woo Suk has been investigating the bigwigs behind these events: the corrupt relationships between the government and businesses and the chain of bribery. In the end he is the prosecutor who asks for a death pen
