Now, I remember Forecasting Love and Weather because they talked about the criterias for the first snow of the Winter.

Because it's so fresh in my mind - towards the end of Sweet Home when the see the first snow fall - it's right after many tragic events and right before everything blows up, so it represented this really melancholic poignant moment where time feels like it was standing still and the snow is a symbol of hope for all the survivors.

Since Crash landing on you and Healer are already cited, I'll go with a drama at the other end of my appreciation range but a with a scene where the romantic significance of the first snow is explained : Romance is a bonus book. In this drama we learn that Corean belive that if lovers watch the first snow falling, they'll stay together. So when the first snowflakes are annonced, there is a rush in town to call and go to the loved one.

There's an adorable scene between the teens, Hui-soo and Bongseok, in episode 7 of Moving when sit on a park bench in the evening, finding their way back to one another after a break in their friendship...and the first snow begins to fall.

Later in the episode, when Bongseok really commits to learning to tame his capacity to fly...it's still snowing, which I've always liked to think symbolized his (first) love for Hui-soo, affection that helped him channel his desire to fly grow up.

I'm sure season 1 of *Yumi's cells* has a first snow scene but I don't remember. But in season 2 it's Christmas Eve and if I'm not mistaken, it's the first snow, and Yumi and Wung accidentally meet up again for the rice cooker exchange.

It wasn't first snow but it was unexpected snow in While You Were Sleeping. It led to the ML's decision to intervene before the accident that would otherwise have ruined the FL's life, and also led to them meeting in a dreamy snow scene, for the first time as adults, not realizing they had met in the past.
